To Conservative Members of the Scottish and UK Parliaments:
Further to my earlier correspondence to you relating to HPV Vaccines,
Cervarix and Gardasil and the relevant documentation, I now would wish to
draw your attention to the below attachments – two links from Child Health
Safety “UK Compulsory Vaccination Imminent” and “There is no Anti-Vaccine
Movement.” The article on compulsory vaccination states “Contrary to
assurances given by the UK Government to leading politicians, fears earlier
this year that the Government is moving to make the vaccination schedule
compulsory for British citizens (including children) without reference to
Parliament, and without public debate seem to be being borne out.” This
statement I would suggest requires to be considered in the event that it may
become a reality – new law introduced in January 2009 obliges the Secretary
of State for Health to implement any recommendations of the Joint Committee on Vaccination and Immunisation (JCVI). I understand that under this new law, the JCVI is trying to determine “what exactly ‘right’ means with respect to the rights of a child to receive a vaccine when their parents are
opposed to the vaccination programme” and “how the constitution would affect the recommendations of the JCVI with respect to legal challenge”. Now if the above is correct and efforts by this government are being made to change the present system, bearing in mind that the Secretary of State no longer has control over the vaccination programme, can you please consider the following possibilities if this mandatory vaccination programme was to be
· Would the rights of the parents be forever lost if this mandatory
programme was to be implemented?
· What legal rights would the parents have to challenge any
decision made by the JCVI?
· If this became the law, then what chance would the parents have
of opposing a government machine?
· Would the services that are connected to government come into
play; e.g. social services?
· Would guardians of government be appointed to protect the
children from the decisions made by their parents?
· If a test case was prepared by the JCVI and presented to the
courts and this turned out to be successful, would this act as a deterrent
to prevent any further submissions?
· Would parliament have any say in the decisions that are taken by
· Would a public debate be allowed or a democratic vote on this
important decision or would this be forced on us without our voice being
A very important question has to be raised and that is “what is more
important, the safety of our vaccines and the safety of our children or cost
effectiveness”? Another point which has to be looked into very seriously
is “Does the JCVI have financial and professional associations with vaccine
manufacturers”? That is a serious question which deserves an answer. Our
government system has to be open and transparent and if our voice is no
longer heard, then our democratic rights will be forever gone. The above
points deserve careful consideration if you believe that it is the intention
of this government to make our vaccination programmes compulsory. It has
to be remembered that the first decision of giving power to the JCVI, as far
as I am aware, has already been granted. Please note that Mary Scanlon,

On the second point “There is no Anti-Vaccine Movement”. The documents
submitted to you by a group coming from the UK, the USA and Holland have
been widely distributed around the world – we are not anti-vaccine in the
true sense, only very concerned when we believe that certain vaccines may
damage some of our children – there is a subtle difference. To finish,
with the words of Margaret Mead, US Anthropologist: “Never doubt that a
small group of thoughtful, committed citizens can change the world. Indeed,
it is the only thing that ever has”.
