GlaxoSmithKline Argentina Laboratories Company was fined 400,000 pesos by Judge Marcelo Aguinsky following a report issued by the National Administration of Medicine, Food and Technology (ANMAT in Spanish) for irregularities during lab vaccine trials conducted between 2007 and 2008 that allegedly killed 14 babies.

Likewise, two doctors -Héctor Abate, and Miguel Tregnaghi- were fined with 300,000 pesos each for irregularities during the studies.

The charges included experimenting with human beings as well falsifying parental authorizations so babies could participate in vaccine-trials conducted by the laboratory from 2007 to 2008.

Since 2007, 15,000 children under the age of one from Mendoza, San Juan and Santiago del Estero have been included in the research protocol, a statement of what the study is trying to achieve. Babies were recruited from poor families that attended to public hospitals.

A total of seven babies died in Santiago del Estero; five in Mendoza; and twoo in San Juan.

Pediatrician Ana Marchese, who reported the case through the Argentine Federation of Health Professionals (FESPROSA in Spanish), and was working at the Eva Perón children’s public hospital in Santiago del Estero when the studies were being conducted, said this morning in conversations with Continental AM radio that “GSK Argentina set an protocol at the hospital, and recruited several doctors working there.”

“These doctors took advantage of many illiterate parents whom take their children for treatment by pressuring and forcing them into signing these 28-page consent forms and getting them involved in the trials.”

The relentless wave of femicides in Guatemala, which has one of the highest female murder rates in the world, has prompted actions by the government, civil society groups, and two Nobel Peace laureates to try to put a stop to this brutal violence against women, which has reached horrific proportions.

According to information from the Presidential Commission against Racism, 705 Guatemalan women lost their lives to gender-related violence in 2011, most of them by gunfire, up from 675 deaths the year before.

This alarming situation has spurred a range of reactions from both civil society and the government.

On Jan. 24, only days after his inauguration as president, right-wing retired general Otto Pérez Molina formed a “task force to combat femicide”, which is the term used in Guatemala to denote gender- motivated killings. Women’s organisations define femicide more precisely as the phenomenon whereby women are murdered because they are women.

This task force, created under the Interior Ministry, the body in charge of domestic security, will be headed by former Prosecutor Mirna Carrera and will focus on intelligence and investigative efforts with the aim of preventing more women from being murdered.

“Femicide is being addressed as a matter of state policy, and a message is being sent out to aggressors that their actions will not be tolerated and that they will be punished,” Mayra Sandoval, a representative of the non-governmental Observatory against Femicide, told IPS.

The activist acknowledged that the Pérez Molina administration – which began its four-year term on Jan. 14 after winning the election on the promise of taking a “firm hand” against crime – “is concerned about violence in general.”

But in the case of the femicide task force, “we need to examine whether its members are qualified to handle a crime scene where the victim is a woman,” she said.

While Sandoval valued the government’s reaction to these crimes, she said “preventive efforts are also needed, otherwise, we’ll just be treating the symptoms without ever getting to the root of the problem.”

Proposed changes in the definition of autism would sharply reduce the skyrocketing rate at which the disorder is diagnosed and might make it harder for many people who would no longer meet the criteria to get health, educational and social services, a new analysis suggests.

The definition is now being reassessed by an expert panel appointed by the American Psychiatric Association, which is completing work on the fifth edition of its Diagnostic and Statistical Manual of Mental Disorders, the first major revision in 17 years. The D.S.M., as the manual is known, is the standard reference for mental disorders, driving research, treatment and insurance decisions. Most experts expect that the new manual will narrow the criteria for autism; the question is how sharply.

The results of the new analysis are preliminary, but they offer the most drastic estimate of how tightening the criteria for autism could affect the rate of diagnosis. For years, many experts have privately contended that the vagueness of the current criteria for autism and related disorders like Asperger syndrome was contributing to the increase in the rate of diagnoses — which has ballooned to one child in 100, according to some estimates.

The psychiatrists’ association is wrestling with one of the most agonizing questions in mental health — where to draw the line between unusual and abnormal — and its decisions are sure to be wrenching for some families. At a time when school budgets for special education are stretched, the new diagnosis could herald more pitched battles. Tens of thousands of people receive state-backed services to help offset the disorders’ disabling effects, which include sometimes severe learning and social problems, and the diagnosis is in many ways central to their lives. Close networks of parents have bonded over common experiences with children; and the children, too, may grow to find a sense of their own identity in their struggle with the disorder.

The proposed changes would probably exclude people with a diagnosis who were higher functioning. “I’m very concerned about the change in diagnosis, because I wonder if my daughter would even qualify,” said Mary Meyer of Ramsey, N.J. A diagnosis of Asperger syndrome was crucial to helping her daughter, who is 37, gain access to services that have helped tremendously. “She’s on disability, which is partly based on the Asperger’s; and I’m hoping to get her into supportive housing, which also depends on her diagnosis.”

The new analysis, presented Thursday at a meeting of the Icelandic Medical Association, opens a debate about just how many people the proposed diagnosis would affect.

“Women who dress provocatively more likely to be raped“, “Party girls thumped for having lesbo sex”, “hooked on hookers“, “Six footballers jailed over gang rape of 12-year-old girls in midnight park orgy”. These are all recent headlines – some in the tabloid press, others in broadsheets all freely available in newsagents and all, according to a major coalition of key women’s groups, adding to an often degrading and dangerous portrayal of women in the British media.

Four groups – End Violence Against Women, Equality Now, Object and rape charity Eaves – are calling on the Leveson inquiry to move away from addressing the concerns of celebrities and other victims of alleged phone hacking by News International and look at the daily treatment of women, which they say contributes to a society where rape can only be committed by evil strangers down darkened alleyways and where a woman is valued only because of her body.

In four detailed submissions the groups lay out the worst culprits over dozens of damning pages. The organisations say they took a “small sample” of sexist – and often misleading – articles from a vast number of offensive reports.

In a 27-page document the End Violence Against Women (Evaw) coalition, a campaigning group which calls for action to end violence against women and girls, pulled out 10 examples which they say provides a “snapshot” of “poor reporting of violence against women stories which were either intrusive, inaccurate, which misrepresented or were misogynistic, victim-blaming or condoning violence against women and girls”.

The portrayal of prostitutes in the media was also damaging, according to the Evaw submission. “It feeds into myths about prostitution, which at worse lead to attitudes that tolerate violence against women in prostitution or regard it as inevitable,” it said.

It also criticised the Telegraph, and others, for a story with the headline: “Women who dress provocatively more likely to be raped”, which carried the line “women who drink alcohol, wear short skirts and are outgoing are more likely to be raped, claim scientists at the University of Leicester”.

The MSC student, from whose unfinished and unpublished dissertation project the story had emerged, later said each of the first four statements made by the Telegraph was “an unambiguous, incorrect, misrepresentation of her findings”.

But it is tabloid newspapers that are most fiercely criticised. The Sun and the Sunday Sport are condemned for “counting down” to the 16th birthdays of celebrities including actor Emma Watson and singer Charlotte Church. “The implication is shocking – that millions of readers should share a joke about the sexual desirability of underage girls,” according to the submission. “Both young women have since reported that they found this editorial upsetting,” it said.

The Republican-led House of Delegates passed a bill Thursday to eliminate the state’s 2007 requirement that girls receive the vaccine against the human papillomavirus before enrolling in sixth grade.

The vote followed a passionate debate, primarily along partisan lines.

Virginia was the first state in the country to mandate that girls receive the vaccine against HPV, which causes genital warts and can cause cervical cancer, after a federal advisory panel suggested routine vaccination for 11- and 12-year-olds in 2006.

“Why would we not want young women — who grow into young ladies — to not get cervical cancer?” Del. Joe Morrissey (D-Richmond) asked his colleagues.

A final vote is expected Friday. The bill has passed the House before but died at the hands of the Democratic-controlled Senate. Supporters hope that the Senate, now controlled by Republicans, may approve it.

HPV is the most common sexually transmitted disease, and at least half of sexually active people will acquire the virus in their lifetime, according to the Centers for Disease Control and Prevention. The virus is the main cause of cervical cancer and can also cause other less common forms of cancer.

The FDA has approved two HPV vaccines, both of which the CDC recommends as safe and effective. They are most effective if administered before a girl becomes sexually active, experts say.

Supporters of lifting the mandate, including Del. Kathy J. Byron (R-Lynchburg), who introduced the bill, said parents, not the government, should decide whether girls should be vaccinated.

The House rejected an amendment introduced by Del. Chris Stolle (R-Virginia Beach), a gynecologist, to to give parents information about a vaccine.

UNITED NATIONS, Jan 19, 2012 (IPS) – The proportion of abortions deemed unsafe rose from 44 percent in 1995 to almost half (49 percent) in 2008, according to a new study released Thursday.

Launched in London, “Induced Abortion: Incidence and Trends Worldwide from 1995 to 2008″ by the Guttmacher Institute and World Health Organisation (WHO) notes that in 2008, the global abortion rate was 28 per 1,000, virtually unchanged since 2003.

However, in hard numbers, there were 2.2 million more abortions in 2008 (43.8 million) compared with 2003 (41.6 million) due to the growing global population. Since 2003, the number of abortions fell by 0.6 million in the developed world, but increased by 2.8 million in developing countries.

According to a WHO report from March 2011, unsafe abortion is one of the three leading causes of maternal mortality, along with haemorrhage and sepsis from childbirth.

“The number of unsafe abortions has increased from 19.7 million in 2003 to 21.6 million in 2008,” Dr. Iqbal Shah from the WHO’s Department of Reproductive Health and Research in Geneva and one of the report’s co-authors, told IPS.

“The numbers have gone up primarily because of the increase in the size of women’s population in the reproductive age of 15-44 years, without accompanying a rise in modern contraceptive uptake or access to safe abortion,” he explained.

“One can safely say that the unsafe abortion rate of 14 per 1,000 women in ages 15-44 years has not gone down from 2003 to 2008,” he added.

Researchers found that nearly half of all abortions worldwide are unsafe procedures, and almost all unsafe abortions occur in the developing world, placing the health and lives of millions of women and adolescent girls at risk.

Unsafe abortion is defined by WHO and the authors of the report as a procedure for terminating a pregnancy that is performed by an individual lacking the necessary skills, or in an environment that does not conform to minimal medical standards, or both.

Shah also stressed that the reason for the lack of progress in reducing unsafe abortions has been the lack of progress in contraceptive uptake in recent periods, and lack of progress in improving access to safe abortion.

Young women living with HIV may benefit from vaccinations that protect against cervical cancer, according to a new study showing that many HIV-positive women averaging 21 years of age are negative for the human papillomavirus (HPV) types typically associated with tumors, according to a new analysis. These encouraging findings were presented at the 2nd International Workshop on HIV and Women, held January 9 and 10 in Bethesda, Maryland, and were reported by the National AIDS Treatment Activist Project (NATAP).

Two HPV vaccines are approved for use in the United States: Gardasil and Cervarix. The U.S. Centers for Disease Control and Prevention (CDC) recommends them for all 11- and 12-year-old girls and all females between 13 and 26 years of age who have not been vaccinated or completed the three-injection series. The vaccines help protect against four HPV genotypes, two of which—types 16 and 18—are major causes of cervical cancer.

The effectiveness of HPV vaccination in women living with HIV isn’t known, with some experts suggesting that efficacy will be lower, on the assumption that many young women infected with HIV have also been infected with HPV genotypes 16 and/or 18. A clinical trial, conducted by the Adolescent Medicine Trials Network for HIV/AIDS Interventions, is being conducted to answer these questions.

Early results from the study, presented by Jessica Kahn, MD, of the University of Cincinnati and her colleagues, help answer one of these questions. According to her team’s results, most of 99 women enrolled to receive HPV vaccination were negative for high-risk HPV types.

The 99 women were on average 21.4 years old, and 80 percent were black. Thirty percent of the enrolled adolescents and young women had zero to five lifetime male sex partners, 32 percent had six to 10, and 38 percent had more than 10. According to the NATAP report, more than one quarter of these young women had vaginal sex more than 10 times in the 90 days before enrolling in the study, and 36 percent had vaginal sex two to 10 times in the past 90 days.

Three quarters of women tested positive for any HPV type, while only 15 percent were positive for types 16 and/or 18. Specifically, of the four genotypes covered in the Gardasil vaccine being used in the study, positivity rates were generally low: 2 percent for type 6, 1 percent for type 11—both of which can cause noncancerous warts and dysplasia—12 percent for type 16 and 5 percent for type 18.

Twelve young schoolgirls from Le Roy Junior – Senior High School near Rochester, New York, recently became afflicted with a mysterious condition that caused them to develop tics and other symptoms similar to those associated with Tourette Syndrome. But administrators from the Le Roy Central School District refuse to publicly disclose the condition or its cause, even to the girls parents, claiming that it is a “federal issue.”

Since September, the 12 afflicted students, all girls, developed symptoms so severe that many of them had to be pulled out of school and tutored at home, according to WHAM 13 in Rochester. Officials claim the girls have all been properly diagnosed since that time, but they refuse to disclose any detailed information citing HIPAA privacy laws that actually do not apply in this situation, which implies a coverup.

“I can assure you these children have all been seen by professionals that have come up with answers and they are all being treated and they’re actually doing pretty well,” alleged Dr. Greg Young from the New York State Department of Health, during a recent meeting with upset parents. Dr. Young and his crew say environmental factors, poisonings, illicit drugs, hysteria, fake illness and various other causes have been ruled out — but vaccines, and the Gardasil vaccine in particular, were not mentioned as being ruled out.

Jim DuPont, a parent of one of the afflicted girls, expressed outrage about the situation to local reporters following the meeting. Though Dr. Young and the health department claim there is a diagnosis, DuPont says this is untrue. He also says that even he has not been told why his daughter and the others fell ill, as authorities are keeping the true cause, if they even know it, under wraps.

“Want to know something? If my daughter had a diagnosis and I knew about it, and I would as her parent, I would tell you that!” said DuPont to WHAM 13. “These girls all go to the same neurologist and there is no diagnosis. They don’t know what’s causing it. That’s why we’re all here at this meeting.”

Based on the girls symptoms and the fact that they are all girls, the possible culprit of the mystery illness is the human papillomavirus (HPV) vaccine Gardasil, which is known to severely debilitate many of the girls that receive it. Perhaps these girls are suffering from “Post-Gardasil Syndrome,” the new name given to the spectrum of side effects that often manifest after an individual receives the Gardasil vaccine
